While Toyosu gets the tuna, Ota Market quietly handles more produce and cut flowers than anywhere else in Japan, on a huge site at Tokai beside the bay. A visitor course on upper walkways lets anyone look down on the trading floors without booking: at dawn, the vegetable and fruit areas are a blur of turret trucks, and the flower division runs a fast machine-clock auction where buyers press buttons to bid on lots of chrysanthemums and roses. There is a small exhibition room in the administration building with a real turret truck, and a cluster of canteens serving market workers. It is a working wholesale market, so you cannot buy retail on most days, but it is a fascinating, crowd-free alternative to Toyosu.
