Edogawas civic hall next to Funabori Station hides a surprise: a slim tower whose glass-walled deck sits 103 metres above the ground, and it costs nothing. Because the surrounding land is flat delta and low housing, the views are unobstructed in every direction: Skytree almost face-on, the Arakawa and Nakagawa rivers with their trains and highways crossing, Shinjukus towers, the Tokyo Bay waterfront and Disney, and in winter Mt Fuji and the Tanzawa range. Railway fans love watching Toei Shinjuku Line trains glide across the river bridges below. Its rarely crowded, and after dark it becomes a calm night-view spot with no ticket desk.
