Take the escalators or lifts to the 6th floor of Tokyo Midtown Hibiya and walk out onto the Park View Garden, an open-air terrace on the building's west side. From the railing the frame takes in the treetops of Hibiya Park, the palace moat and the Imperial Palace woods, with the Marunouchi and Otemachi towers to the right. Late afternoon into sunset is best, as the sun sets roughly behind the palace greenery and the city lights come on. It is part of a shopping complex, so use handheld cameras only and keep the walkways clear.
