Kenzo Tange's 1991 Tocho, the seat of the Tokyo Metropolitan Government, splits into twin towers at the 33rd floor, each topped by a 45th-floor observatory at 202 m. Express lifts whisk you up in 55 seconds, free of charge. The South Observatory has a café and a piano painted by Yayoi Kusama that visitors can play at set times; the North Observatory typically closes earlier but is quieter. From the windows you see Shinjuku's skyscraper forest at eye level, Meiji Jingu's dark forest, Skytree and Tokyo Tower, and on crisp winter days, Mount Fuji. Separately, the building's east façade hosts 'Tokyo Night & Light', a projection-mapping show that's one of the largest in the world, visible free from the Citizens' Plaza.
