About
Hokutopia is Kita City's culture and industry center next to Oji Station, and its top (17th) floor has a free observation lobby with windows on three sides. Views take in Asukayama Park directly below, Tokyo Skytree, Saitama Shintoshin, the Chichibu mountains and Mt Tsukuba; the station-side windows look straight down on Shinkansen and local trains. A restaurant occupies the remaining side.
