Hidden in plain sight atop the Dentsu tower complex, the 46th and 47th floors of Caretta Shiodome are mostly upscale restaurants, but the open public windows and benches along the curved bay side are free for anyone. You get a pilot's view of the dark square of Hama-rikyu Gardens, Tsukiji, the Rainbow Bridge, Odaiba and the container cranes beyond, and at night a blanket of lights across the bay. Locals use it as a free date spot before dinner; it is far less crowded than the paid observatories.
