The Toshima City Office occupies the lower floors of Toshima Eco-Musee Town, a tower whose facade is clad in greenery panels. Take the lift to the 10th-floor rooftop garden, where a small woodland, stream and paths sit in the middle of the city; shoot from the paths toward the surrounding Ikebukuro towers, or frame the green panels of the building above you for an urban-jungle look. Daytime on weekdays is easiest. It is a public office: open during office hours only, keep quiet, and do not climb on planters or fences.
