Heiwaken has been serving the Osaki neighbourhood since 1966, through the area's transformation from factory district to glass office towers. It is a classic machi-chuka, the Tokyo neighbourhood Chinese diner: chuka soba in a clear soy broth, tanmen, fried rice, gyoza and set meals, cooked quickly in a small kitchen. The appeal is the time-capsule feel and the honest prices, steps from the gleaming towers of the Osaki redevelopment and near Rissho University.
