Locals' favourite free viewpoint, the 25th-floor lounge of Bunkyo City Hall sits 105 m up beside Tokyo Dome and Korakuen. Being lower and closer than the big towers, it gives a dramatic, intimate perspective: Tokyo Dome's white roof right below, Skytree head-on to the east, and the Shinjuku skyline backed by Mount Fuji to the west, which glows in silhouette on clear winter evenings. The lounge is a long glass corridor with seating and a restaurant, and entry has always been free. The building has been closed since March 2025 for a major renovation, with the observation lounge due to reopen in early December 2026, confirm on the Bunkyo City website before going.
