If your hotel is downtown, or you are arriving on the Hankyu line from Osaka-Umeda, the Hankyu Tourist Center at Karasuma is far calmer than anything at Kyoto Station. It sits by the west ticket gate of Hankyu Karasuma Station, which connects underground to Shijo Station on the Karasuma subway line. Multilingual staff store suitcases for a flat fee per item per day, sell discount passes for Hankyu and Kansai travel, and can send your luggage next-day to anywhere in Japan. It is a good base for a downtown day: drop the bag, walk to Nishiki Market, and collect it on your way back to Osaka.
