Rokko Garden Terrace is a cluster of European-style shops and restaurants at the top of Mt Rokko with free terraces and the 11 m 'Mihirashi no To' lookout tower, climbed by a spiral staircase. Views span Kobe, Osaka Bay, Kansai Airport and the Osaka plain. Entry to the area is free; the paid Rokko Shidare observatory is next door.
