The observatory sits on the 21st floor of the East Tower of the Telecom Center Building, the arch-shaped office complex next to Telecom Center Station. From 99 m it looks over Odaiba, Rainbow Bridge, the Fuji TV building, Tokyo Tower, Tokyo Skytree, Shinjuku and the Shinagawa piers, and is certified as a Japan Night View Heritage site. The lounge has tables and chairs and free binoculars; on weekdays it opens only from 15:00.
