A free 26th-floor observation lobby above Sangenjaya Station that almost no tourists know about. Its west-facing windows look over the endless low roofs of Setagaya to Mt. Fuji on clear winter days, and the other side looks back to Shinjuku and Shibuya.

About

The orange-topped Carrot Tower, which locals named for its colour, rises above the Sangenjaya crossroads. At the top, a public observation lobby run by the ward is free and open until late. The view is the opposite of the downtown observatories. Instead of skyscrapers right under your nose, you look west over Setagaya's dense low-rise housing, the green line of the Tama River and, on crisp winter mornings, the white cone of Mt. Fuji and the Tanzawa mountains. The east windows look over Shibuya, Shinjuku's towers and Tokyo Skytree in the distance. A restaurant on the same floor takes the best window seats, but the free lobby area has benches and plenty of glass. It is a local after-work and date spot, and a good way to see how vast residential Tokyo really is.
