The 22nd floor of Higashi-Osaka City Hall, about 100 m up, is a free public observation lobby. It looks west over Osaka to Tsutenkaku and, on clear days, Awaji Island. The view of the looping Higashi-Osaka Junction below, lit by passing traffic, is a certified Japan Night View Heritage site. It is open late and rarely crowded.
