The 24th floor of Kobe City Hall Building 1 has been open to the public as a free observation lobby since the building opened in 1991. It closed during the pandemic and reopened in 2023. Windows face the harbour, Port Island and the Rokko range; the night view is recognised as a Japan Night View Heritage site. The city is studying future uses of the floor, so check status before visiting.
