Haneda's international Terminal 3 has a long open-air observation deck on the 5th floor that is open around the clock and free. It looks across aprons and Runway C, so you can shoot widebodies from around the world pushing back, taxiing and taking off, with the Tokyo skyline and, on clear winter mornings and evenings, Mount Fuji far to the west. After dark, wing lights, taxiway lights and runway approach lights make it one of Tokyo's best night shoots for aviation photographers. The domestic Terminal 1 and 2 decks are alternatives with different angles; Terminal 1 faces west and is often recommended for Fuji with planes.
